Charlotte’s $25 Billion Transit Plan — And the Small Business Question
CHARLOTTE DEVELOPMENT | TRANSIT | MARKET WATCH
Charlotte just took a major step toward its long-term growth.
Voters approved a 1-cent sales tax increase that will fund a massive, decades-long expansion of transportation across Mecklenburg County.
But as the plan moves forward, another question is starting to take center stage:
What happens to the small businesses along the way?

In the video above, we break down what the transit plan includes and why the small business conversation is becoming just as important as the infrastructure itself.
Here’s what you need to know.
What the Transit Plan Includes
The approved funding will support a 30-year investment in transportation, with an estimated total of around $25 billion.
The plan includes:
- Expanded bus systems
- New and extended light rail lines
- Major road and infrastructure improvements
This is one of the largest long-term infrastructure commitments the Charlotte region has ever seen — and it’s designed to support continued population growth across the metro.

The Small Business Impact
Large infrastructure projects come with trade-offs.
Construction can bring long-term benefits, but in the short term, it can create real challenges for businesses located along those corridors:
- Reduced foot traffic
- Limited access due to construction
- Temporary disruptions that can impact revenue
To address this, Mecklenburg County has proposed a small business support program, expected to grow to over $3 million annually by 2029.
The goal is to help businesses stay operational during major construction phases tied to the transit expansion.
The Debate: Who Pays for It?
While the support program has been introduced, there’s still an open question:
Who should fund it?
County commissioners have not yet reached agreement on whether the cost should fall on:
- Mecklenburg County
- The transit authority
- Or private and corporate stakeholders who supported the tax initiative
That decision will likely shape how the program is implemented — and how effective it ultimately is.
Why This Matters for Charlotte
The transit plan itself is a major milestone.
It signals long-term investment in:
- Connectivity
- Accessibility
- Infrastructure needed to support growth
But how the city handles the businesses impacted during construction is just as important.
Growth isn’t just about building new systems — it’s about how existing communities are supported along the way.
